I'm not too sure what i think about OpenGL being required either, but note the following:
1. Gnome 3 also has the same philosophy.
2. This won't be ready to switch over to the SceneGraph tech for 2 years, possibly 3.
3. By that time, it's entirely possible that LLVMPipe will be able to render basic desktop 3d (without effects enabled) at an acceptable speed, even if it is slow. Just like VESA can render 2D but not very fast.
4. The SceneGraph is under heavy development right now, and it's entirely possible it will be given a non-3D rendering backend.
