Better they are late and stable than early and buggy/incomplete. For me its important that 4.0 has good support for html5/CSS 3/SVG, we are planning to use these technologies in our next version, planned for release January 2012 requiring at least IE9+, firefox 4+,chrome 7+
Planning? Just use Chrome and any other current WebKit browser, now.
Test with Safari WebKit on Macs and Chrome/Epiphany on Linux; and Chrome on Windows. The HTML5 Algorithm is complete on those.
