I must admit that I agree with you. I administered ClearQuest for over three years and it was nothing but headaches. Multisite is a joke and you would think that for the price it would have a little more elegant solution (mastership causes many hardships). ClearCase (with UCM) was not much better, they both require a small team to keep up and running. Add in the cost of the tools and I really don't see why they are popular. Just my two cents.
