I think the new iOS notifications have more to do with Apple hiring Peter Hajas and integrating his MobileNotifier project, rather than Android directly....

Well, considering that work on MobileNotifier has begun in late 2010 [1][2], I think it's safe to say that it was itself heavily inspired by the notification system of... well, just about every other mobile OS out there at the time, Android included.

But it's not exactly a big deal, frankly. Good ideas SHOULD be copied, except when patent insanity makes the cost unbearable.
