Not always. Just recently I uninstalled the crappy Asus EeeManager program from an all-in-one computer and it took the drivers for the buttons on the front with it. So in effect, I can't uninstall the crapware without removing hardware capability. Same with sound drivers, they're often bundled with a proprietary sound applet.
