Who was the moron who wrote that? Of course "legacy" software... all software really will be placed on the START SCREEN. it replaced the start menu.
His point is that using it as a replacement of the start menu for legacy applications is an absolutely terrible idea, for reasons which are made obvious by the following screenshot:
