Opera Mini is closer to a remote desktop app than a browser unto itself.
In fact, there isn't even an HTML rendering engine in Opera Mini (the app). It's really just a graphics viewing program with clickable links and forms fields.
It actually has more in common with a PDF viewer than a browser.
