IIRC, google asked Nokia to make phone with Android on it, but Nokia refused. I don't remember the details. better googling for it
Close. Nokia asked Google for a deal like the one they have, where they had special rights to the code over other vendors. Google told them no.
I have read the article with this information in it but no longer have a link to it, so as you suggest, googling for it is recommended.

I'm sure the Tizen/Mer/KDE chaps would be more than happy to help them get a non-windows smartphone to market quickly.
I'd rather that than they approach Google, but both could only be a Good Thing for Nokia.
