This leads me to a further question - if a machine became conscious but actively refused to communicate, would that make it unintelligent?!

I believe one of the proposed solutions to Fermi paradox is "because they're too smart to contact us"

(generally, considering traditional human conduct when confronted with something new, different, poorly understood - refusal of communication to the point of concealing its existence as long as possible ...would be probably the most adaptive, most intelligent approach for any machine that "became conscious")
