I can't be bothered any-more.
I already said it a thousand times, Direct X 10 and 11 are faster and utilise less CPU time. Direct X 9.0 is the bottle neck not the Windows kernel itself.
Also the source engine (with or without improvements) is like 8 years old. Compare something like Unreal Engine, I would be more interested.

The blog says exactly this:
I don't see anything unfair there: they had spent a lot more time optimizing the Windows version yet they managed to get better results on Linux, so his conclusion is that both the kernel and OpenGL work great.
Later they managed to squeeze some more FPS on Windows with OpenGL, so it's not like they are actually claiming that Linux performs a whole lot better than Windows, just that the Linux kernel and OpenGL provide a nice performance since they managed to achieve slightly better (but as a whole quite similar) performance with less effort.
