Region codes are not relevant here. Libdvdcss is the library that handles breaking the DRM on DVDs, which is illegal in the US and some other countries.
Distributing libdvdcss or libdecss as it's also called would mean the Linux Distributions would be illegal to distribute in the US, which is a huge marked to loose.

When you say 'many' you really mean 'a few', right?.
It's funny how the region code of the DVDs only help the piracy. I live in region 4... most of the DVD where never release for this region, and if you try to get a version from other region most of the sellers won't sell it (for legal reasons). So the only way to get a lot of movies/series is getting a copy because there is NO original version.
