We do not condone or support Canonical in the course of action they have chosen, and will not carry XMir patches upstream.

Ubuntu has to do virtually all its work on Xmir drivers by itself. No one else supports it.

So the open AMD drivers are still wasteful with electricity on the desktop...

That is correct!

As noted the code is there and hopefully it will be on by default soon. I am sure we can all understand why the power management is nice on PCs, but is vital on Laptops.
