The sad truth is your a liar , some distribution choose not to include it , or not to include it in there free version , by choice and for liar like you it become an illegal thing to do.

Gnu/Linux distribution that dont include it by default , choose not to pay for contributing to that scam , you whant them go and download them as an user they are free. When your a company selling them you have to pay royalty.

No codec as any valid reason to be closed source except for predatory practice and be the only one to profit from it and to control it.
