these things have been going on in germany for several years, after a court ordered that microsoft can’t restrict the resale of their software by means of EULA.
that’s one of the reasons why ms introduced so-called sb-versions (system builder, oem versions for end-users. cheaper, but without the two service calls coming with the full packaged product)
