...ION3 can do most of the things the author asks for. It's in the repositories of Ubuntu, just do 'sudo apt-get install ion3', log out and choose Ion3 as your environment.
Make sure to read the manual when it starts though. And if you are like me, you'll want to do 'apt-get install gtk-theme-switch' too, or else GTK-programs will use the default GTK-theme it seems. At least here.
