I don't really know, I haven't taken a look at it, but I am guessing it's mostly all compiled as static binaries and therefore includes more-or-less all the possible libraries it could need. That also includes a whole web-browser. It would be an entirely different thing if it was compiled as a dynamically-loadable binary and used system-provided browser engine.
Does this help justify its size for you?

Nah, not really. I just checked the installed size and it's a whopping 900MB (for those interested, it's in ~/.local/share/Steam).
Even with static binaries and a browser that's just silly.
Edit: I guess it could be including debug symbols, since it's a beta and all, but still...900Mb.

On the other hand, in a world where driver installers come in at almost 100MB (Hi NVIDIA) I guess I shouldn't expect better.
