i think it would be cool if they setup a website where you could fill out a form, send it in with a “truth” on it, the people would filter it to make sure it was true, and then they would pump it into the cyc. this would speed up the input rate quite significantly.

I think it would be the opposite: it would slow down the input rate.
Only accepting inputs from the professionals which are working on the project almost eliminates the need for filtering, as it is assumed that they will only insert truths and want the project to succeed.
With online submitting it’s difficult to force standards, there would be many incorrect facts sent by people who don’t know about the subject and trash like “My dog’s name is Flufy”. This would lead to a huge overhead due to filtering and rewritting.

I still don’t know if Forum 2000 (and their spinoffs) are hoaxes. At least I didn’t find a direct reference tagging it a hoax.
