Standards Mode?

Sorry if i'm repeating as I've not read all the comments, but the article makes a big point of how " Internet Explorer 8 is to support the right set of standards". The argument being that there has been a lot of work by web designers getting IE6 to render correctly and they don't want to break that.

I'm no web developer so please can someone tell me how true this is? Are there sites that would break? I always imagined sites were written to the standards and a "if browser=MSIE" to correct any major issues?
