Not very useful. Wine already does its best on most distros.

With a bottom-up approach like ReactOS, otoh, people will be able to run their applications faster *and* use their hardware which only has proper drivers for Windows.

Since on these days, manufacturer-made drivers have replaced standards in hardware-software interfacing, it's really a good thing.
