You made a vague, unsupported whine that Linux has "layered" fixes. My question would be: "Compared to what?" Which OS is did you have in mind that is different, and exactly why is it different.
In truth I made an accurate statement that is common knowledge and a view shared among many linux developers/contributors. Join the linux kernel mailing list and see for yourself. It's not as if I've just revealed how the Egyptians built the pyramids. And, "compared to what?".. Compared to nothing, we're not talking about OS comparisons here. Start a new thread if you want to talk about that.
