Companies who greatly benefit from iOS ecosystem.

This is just business and don't forget that there is an easy solution by not providing in-app purchase which should not be a real problem in this case for Office.

If they don't provide it in-app they can't provide it out-app either.

This is plain wrong.

Relay for example is a French kiosk app which doesn't have in-app purchase but allow reading magazines purchased through a subscription you can buy on their web site.
