No. Always with the network available.
I've done this with both Dapper (for which there is no 3D support for the 200M) and with Edgy (which has an OSS driver that supports 200M for 3D but is not as fast as fglrx).
While I very *strongly* prefer OSS software, I'm not a zealot about it. If Ubuntu *does* sometimes install and use proprietary software, I'm actually OK with it. It would be interesting to me to know what criteria it used to determine when to do it, though.
