I agree with you that is really isn't a port, but a Surface tablet from what I can read is using a Tegra 3 (arm v9) processor and the HD2 is using a Qualcomm Snapdragon S1 (arm v8). The device drivers between the two are immensely different.
What I did notice is that the screen is not oriented properly, probably because there is no drivers for the accelerometer, we don't know if there is any hardware acceleration for the video or network devices working. Even if he has managed to get this running on the hardware we don't have any clues if this is functionally useful.
