This has little to do with Development, apps work fine across the iOS devices (not sure about the AppleTV thing)… This is ambiguity from a user perspective… I agree with the author that there are some oddly arbitrary changes between devices, which apple “justifies”, by dating that the context is different, not sure if I always agree with them
This article was about irregularities between apps that come with ios. Like not being able to get a year view in the calendar app on the iphone, but being able to get it on the ipad. The author even admitted this is probably due to the small screen of the iphone.

Yes, there are differences between pretty much ALL iPhone and iPad apps where the iPad version has been written specifically for the iPad.
Yes, there are some differences due to what features Apple wanted the iPhone or iPad users to have, but as far a the API goes, you can write an iPhone or iPad app to be identical or as different as you like, your choice.
I’m not sure how this made the news. I am guessing this is the case in the Android world too, I’d certainly hope so.
