Google is now large enough that it could be working at cross purposes with itself. In one division, you have the people doing Chrome, and there's a marketing person who is measured on the market share she/he achieves for Chrome. On the other hand, you have the people who care about quality of search results. It could easily happen that the Chrome-promotion people do exactly what the quality-of-search people are trying to stamp out, because they aren't talking to each other and may even be in internal competition with each other in some ways.
