I think that this is the sort of technology that should be bought by someone like novell, redhat or linspire and used as a selling point. The ones who lose out just have to develop their own. Failing that, this is *exactly* the sort of thing distro makers should be working together to create! They all claim their competitor is Windows, not each other.
People able to download and install linux are unlikely to need this enough to pay for it, and I think those who'd pay for a distro will not want to fork out an additional $30 just to migrate their settings. Evidence for this can be found in the fact that individual programs like browsers and email programs tend to have import and export settings built into their product. I think operating systems should do too.

I don't personally get it. Yes I may be used to paying for some software but it is software I use day in and day out to accomplish something that I can only do with software. Paying this much to transfer stuff hopefully only once seems silly to me.
If you can manage to install linux yourself I personally think you can probably transfer your settings yourself. It would be neat if a linux distro included this ability but then again I do not see it as anything that exciting.
