I'm sure this is some kind of electrical code violation.
I believe there are actually limitations of how many outlets can be safely tied to a single circuit, and unless this guy has a separate circuit for every 10-20 outlets, I'm guessing no licensed electrician would assist in this project.
And I don't want to kill the mood or anything, but this wall has to be absolute hell for EMI/RFI interference... it's generally best, if you can, you run your low-voltage wiring as far away from your house electrical wiring, and whenever you do need to run near it, to cross over it perpendicular.
NO THANKS, this is a disaster waiting to happen.
Here in Europe, the standard says (or said?) you can attach max. 10 sockets per one circuit with one 16 A circuit breaker.
As the sockets are usually ready to be "daisy-chained", the wall as pictured is pretty well doable - but not very practical, sure. Who'd put the plug somewhere near the ceiling anyway?
